Richard leads our services in all the areas of culture - the arts, media, museums, heritage, libraries and archives, culture in regeneration and public cultural policy.

Richard was for 20 years Chairman of ABL Consulting – the leading UK-based practice in the field, and their services, experience, research base and knowledge are now available from Action Planning.

Richard’s own background is in music, but he has led projects across the cultural spectrum. These include major vision and feasibility studies on visual arts and subsequently natural History for National Museums of Wales, a shared services feasibility for Lincoln University, a strategic planning exercise on culture and regeneration for Kent County Council and the vision and business plans for a new Philharmonic Centre in Liverpool, Colston Hall, Bristol and the Museum of Bristol. He works internationally with ABL International, based in UAE, where he has led a major strategic plan for the government of Dubai and a strategic review of the symphony orchestra and conservatoire in Amman, Jordan.

He brings experience of vision and programme development, scoping of capital projects, management of change, public and commercial funding, evaluation, documentation and research. He is an experienced trainer and public speaker, and an effective advocate for cultural services and projects
